Meetings between the Conference of Presidents and the Conference of Committee Chairs and the College of Commissioners are held annually to discuss relevant issues, including the preparation and implementation of the Commission`s work programme, in the case of international agreements whose conclusion requires Parliament`s approval, the Commission sends to Parliament , during the negotiation process, all relevant information it provides to the Council (or to the special commission appointed by the Council). These include draft amendments to the negotiating directives adopted, draft negotiating texts, agreed articles, the date agreed for the paragraph of the agreement and the text of the agreement to be signed. The Commission sends to Parliament and to the Council (or to the special committee appointed by the Council) all relevant documents it receives from third parties, subject to the author`s agreement. The Commission informs the relevant parliamentary committee of the progress of the negotiations and explains in particular how Parliament`s views have been taken into account. In the event of a disagreement, the matter is referred to the presidents of both institutions so that they can resolve the dispute. As part of its work to prepare and implement EU legislation, including soft law and delegated acts, the Commission will provide full information and documents on its meetings with national experts. At Parliament`s request, the Commission may also invite experts from Parliament to attend these meetings. Considering that this framework agreement should be interpreted in accordance with the institutional framework provided for by the treaties, it ensures that the Council institutions are recalled in due course that they will not reach a political agreement on their proposals until Parliament has given its opinion. It calls for ministerial deliberations to be concluded after a reasonable period of time for Council members to consider Parliament`s opinion; in view of the exchange of letters between their President and the President of the Commission, including the letter from the President of the Commission of 2 October 2017, the drafting proposals presented by its President on 7 September 2017, the agreement between the European Parliament and the European Commission amending point 4 of the framework agreement on relations between the European Parliament and the European Commission (JO 17.2.2018) , p. 46) The President of the Commission or the Vice-President in charge of inter-institutional relations are invited to meetings of the Conference of Presidents and the Conference of Committee Chairs, when specific issues related to the definition of the programme in plenary, inter-institutional relations between Parliament and the Commission, as well as legislative and budgetary issues are discussed , the two institutions agree to cooperate in the area of relations with national parliaments. In view of the inter-institutional agreements and texts on relations between the two institutions, this annex contains detailed modalities for Parliament`s information on the negotiation and conclusion of international agreements within the meaning of points 23, 24 and 25 of the framework agreement.
